I protested strongly, at interviews with the Wai-wu Pu on the 4th and 11th instant, against the commencement of work on Chekiang Railway as a grave violation of the rights held by Corporation. I shall take an early opportunity of speaking to the Board again about this matter. Before, however, taking a decided stand, it seems to me important to get the Canton-Kowloon Agreement ratified, if possible, by Imperial Edict.
I have gathered from Bland, the agent of the British and Chinese Corporation, and who is now at Tien-tsin, having returned from Shanghae, where he examined the question, that no very serious importance is to be attached to work as yet done on Chekiang Railway.
